I'm afraid the world has somewhat given up on helping Somalia. Getting the goods to the actual people in need is problematical. The warlords running the government-deprived state take it all, you see.

Last time the Western World (UN and USA) tried to prevent that, it was a bloody mess. See the more accurate than not "Black Hawk Down" for how that debacle went.
